What is 9-1-1?

The primary function of the 9-1-1 system is to take incoming emergency requests for police, fire, and emergency medical service.  

What is 3-1-1?

3-1-1 is the City of Dallas’  system to handle non-emergency requests for service.

3-1-1 is an easy-to-remember telephone number which immediately links citizens with special call takers who can help them with anything from potholes and stray animals, to speaking at a City Council meeting.

Why 3-1-1?

3-1-1 provides access to City services 24-hours a day, 7 days a week, year round.

9-1-1 receives millions of calls. Most are emergencies, many are not.  3-1-1- will reduce the number of non-emergency calls to 9-1-1. This will allow emergency personnel to respond more quickly.

3-1-1 is the City’s answer to handling non-emergency calls and requests for the City services. 3-1-1 allows call takers to answer and respond to all emergency calls first, then answer 3-1-1 non-emergency requests for service.

How Does it Work?

Incoming 3-1-1 calls are answered by highly skilled call takers called Telecommunications Specialists. They are trained to answer both 9-1-1 and 3-1-1 calls.

When you call 3-1-1 to make a request for service, the call taker will ask you for detailed information regarding your request. This information is immediately sent to the appropriate City department for handling via computer.

During high call volume periods, a detailed message may be left on an interactive voice recorder. Once the call volume drops, call takers will immediately process any pending requests.

Advanced Technology

3-1-1 features state-of-the art technology developed by the City of Dallas and Southwestern Bell.

3-1-1 calls are received at an Intelligent Workstation. This workstation features caller I.D. and operates as a telephone, computer, and telephone device for the deaf.
